Meta And TikTok Agree To Fact-Check Ceuta Border Content

Meta and TikTok have agreed to fact-check content about border crossings into Spain following a major surge of people attempting to enter the Spanish enclave of Ceuta from Morocco, European Union tech chief Henna Virkkunen said.

The move aims to prevent criminal networks from encouraging potential migrants to attempt crossings using false information. Virkkunen said such misinformation has contributed to tragic deaths.

    Massive Surge Into Ceuta

More than 70,000 would-be migrants flooded into Ceuta on July 30 during a surge that left nearly 100 people dead.

A handful of viral videos encouraged would-be migrants to attempt the crossing. Some of the videos were posted by a Spanish news outlet to highlight the pressures associated with migration.

Ceuta and Melilla have the European Union’s only land borders with Africa. Both cities periodically experience surges in attempted crossings by migrants seeking to reach Europe.

    Platforms Agree To Fact-Checking Mechanism

Meta and TikTok agreed with the European Union to establish an “ad-hoc escalation and cooperation mechanism with fact-checkers” under crisis protocols, Virkkunen said in a post on X late on Monday.

The two platforms have also committed to prohibiting content related to people smuggling, a European Commission spokesperson said on Tuesday.

However, the platforms operate on a voluntary basis when blocking or deprioritising such content. The European Commission does not force them to remove specific content, the spokesperson said.

Instead, the Commission opens a dialogue with the companies and encourages them to act responsibly during situations involving potential risks to migrants.

    EU And Europol Discuss Response

The European Commission and pan-European police force Europol are discussing the situation with Meta and TikTok every day, according to Virkkunen’s post.

Virkkunen also spoke with Oscar Lopez, Spain’s minister for digital economy, about measures to prevent border crossings and further loss of life.

The discussions come after the surge into Ceuta highlighted the potential impact of online content on people considering dangerous attempts to cross the border.

The European Union’s response now involves cooperation between technology platforms, fact-checkers, national authorities and European institutions as officials seek to limit misleading content linked to people smuggling and attempted crossings.
