    China Releases Action Plan to Accelerate Commercial Space Industry Growth

    Building a High-Quality Aerospace Ecosystem

    China’s National Space Administration (CNSA) has announced a new two-year action plan to promote the high-quality development and security of its commercial aerospace sector. The plan outlines the creation of a coordinated and secure commercial aerospace ecosystem by 2027, designed to boost innovation, expand industrial capacity, and strengthen governance.

    According to the CNSA, the initiative aims to ensure well-organised scientific and technological research, efficient use of resources, and stronger industrial management. By 2027, the country expects to achieve significant progress in innovation, capacity building, and resource coordination, marking a major step towards sustainable commercial aerospace growth.

    Key Measures for Growth and Innovation

    The action plan includes 22 core measures grouped into five key areas: promoting innovation, improving resource efficiency, expanding industrial development, enhancing industry management, and reinforcing security supervision.

    Under the plan, China will open civil aerospace research and basic research projects to private firms, inviting them to participate in national-level space initiatives. This move is intended to strengthen cooperation between government-led and commercial aerospace ventures, fostering a more vibrant and innovative industry.

    CNSA also plans to expand commercial access to national aerospace infrastructure. This includes tracking, telemetry and control (TT&C) stations, data-receiving facilities, calibration ranges, and rocket-engine test sites. These resources will be made available to private companies while maintaining strict security standards.

    Encouraging Investment and Industrial Expansion

    The plan encourages commercial players to enter various parts of the aerospace value chain, from satellite and rocket manufacturing to application services and operational control. By diversifying involvement, China aims to accelerate the commercialisation of its aerospace industry and stimulate high-quality development.

    CNSA highlighted that it will prioritise support for companies developing new technologies, products, and application scenarios. In addition, the plan calls for stronger investment mechanisms to ensure sustained growth.

    To achieve this, the agency will improve financing systems, establish a national development fund, and promote collaboration between local governments, financial institutions, and private investors. This coordinated effort seeks to attract patient capital for long-term, strategic investments in China’s expanding commercial space sector.
