D.C. Weighs Phased Approval for Autonomous Vehicles
Washington, D.C. is considering legislation that could open the door to commercial autonomous vehicles on city streets through a phased approval process.
The proposal would allow companies to begin testing driverless vehicles without a human operator inside. Then, operators could expand to a capped fleet of 200 vehicles. Eventually, they could seek approval for broader operations if they demonstrate safe performance.
Phased Approach to Driverless Vehicles
D.C. Councilmember Charles Allen said the legislation would establish clear stages for autonomous vehicle operators seeking to operate on city streets.
“It sets up a schedule of the ways in which an autonomous vehicle operator would be on our streets,” Allen said. “The legislation essentially is creating steps and tiers as they continue to prove their viability, their ability to deliver and safe operation.”
The bill remains under review following a public hearing. However, Allen said it is expected to advance to a vote in the autumn.
The proposed framework would therefore link expanded operations to demonstrated performance. Companies would first need to show that their vehicles can operate safely before gaining access to larger fleets.
Support for Greater Transport Access
Supporters argue that autonomous ride-hailing services could improve access to transport. They say driverless vehicles could also address some problems faced by passengers who rely on service animals.
Claire Stanley, director of advocacy and government affairs for the American Council of the Blind, said she has experienced refusals while travelling with her guide dog.
“I have a guide dog and I have been denied rides because of my dog,” Stanley said. “When you take an autonomous vehicle there is no driver to say no.”
Her comments highlight one potential benefit supporters associate with autonomous transport: removing situations in which individual drivers can refuse a passenger travelling with a service animal.
Experts Raise Safety Concerns
Despite the potential benefits, experts have raised concerns about how self-driving vehicles respond to unexpected situations.
Missy Cummings, a George Mason University professor who researches autonomous systems, said uncertainty remains a major challenge for the technology. Her concerns reflect wider questions about how autonomous vehicles will perform when they encounter situations that are difficult to predict.
The proposed legislation would require companies to demonstrate safe operation as they progress through the approval stages. As a result, the framework would allow the District to assess autonomous vehicle performance before permitting broader commercial use.
Waymo, Alphabet’s autonomous driving unit, is among the companies that could benefit if the District adopts a framework for commercial autonomous vehicle operations.
