    Telegram Ban India Upheld By Delhi High Court

    Delhi High Court Upholds Telegram Ban Ahead Of NEET-UG Re-Examination

    The Delhi High Court has rejected Telegram’s appeal against a temporary ban in India, backing the government’s decision to restrict access to the messaging platform ahead of the NEET-UG re-examination scheduled for June 21. The ruling marks the end of a closely watched legal dispute centred on concerns over organised cheating and the circulation of leaked examination material.

    The restriction was imposed following a request from the National Testing Agency (NTA), which argued that the measure was necessary to protect the integrity of the examination process. Authorities expressed concern that certain groups were using the platform to distribute unauthorised content and facilitate examination-related fraud on a large scale.

    Court Backs Temporary Restriction

    Under the court-approved arrangement, access to Telegram in India will remain restricted until June 22. The timeframe was designed to cover both the examination period and the immediate aftermath, reducing the risk of misuse during a critical stage of the testing process.

    The decision reflects growing scrutiny of digital platforms in cases involving examination security. Officials argued that extraordinary measures were required to prevent the rapid spread of illicit material and to maintain confidence in the examination system.

    Message-Editing Feature Also Restricted

    In addition to the temporary platform block, Telegram has been directed to disable its message-editing feature in India until June 30.

    Authorities claimed that organised cheating networks had exploited the feature to create misleading evidence suggesting that leaked examination questions had been shared before the test. By editing messages after the event, users could allegedly fabricate timelines and strengthen false claims regarding paper leaks.

    The temporary suspension of the editing function is intended to prevent such practices while investigations and examination-related reviews continue.

    Government Raises Concerns Over Platform Infrastructure

    The central government argued before the court that Telegram’s structure makes it particularly susceptible to the mass distribution of unauthorised content. Officials highlighted the platform’s channels, groups and bot infrastructure, claiming these tools enable the rapid and difficult-to-trace dissemination of examination material.

    According to the government, these characteristics distinguish Telegram from several other messaging services and create unique challenges for enforcement agencies attempting to combat organised cheating operations.

    Telegram Defends Its Actions

    Telegram opposed the ban, arguing that restricting access for millions of legitimate users represents a disproportionate response to the actions of a limited number of offenders.

    The company maintained that it had taken extensive steps to address concerns related to examination fraud. According to Telegram, it deployed artificial intelligence and machine learning systems to identify and remove unlawful content linked to the NEET examination process.

    The platform stated that more than 900 channels and links associated with illegal NEET-related activity had already been removed. Telegram argued that these efforts demonstrated its commitment to cooperating with authorities while protecting access for ordinary users.

    Despite those arguments, the High Court chose to uphold the temporary restrictions, allowing the government’s measures to remain in force during the examination period.
