OpenAI Launches ‘Stargate Community’ Plan to Manage Data-Centre Energy Costs
OpenAI has announced a new Stargate Community plan designed to ensure that its massive artificial intelligence data centres do not drive up electricity costs for nearby communities. The initiative, unveiled on Tuesday, forms part of the company’s $500 billion Stargate project—a multi-year effort to build advanced data centres for AI training and inference, supported by investors including Oracle.
The plan seeks to make OpenAI “pay its way on energy,” by funding power generation, storage and transmission improvements near each of its data-centre locations. U.S. President Donald Trump endorsed the Stargate initiative when it was first introduced in January 2025, describing it as key to maintaining American leadership in artificial intelligence infrastructure.
Community-Driven Energy Solutions
Under the new plan, each Stargate site will have a locally tailored energy strategy developed in consultation with residents, utility providers and local authorities. OpenAI said these strategies could involve building new energy storage systems or financing power generation and grid expansion projects to meet regional needs.
“Depending on the site, this can range from bringing new dedicated power and storage that the project fully funds, to adding and paying for new energy generation and transmission resources,” the company said in a statement.
The initiative reflects growing industry recognition that access to affordable and sustainable energy has become a key constraint on the expansion of large-scale AI systems. Data-centre operations, which require vast amounts of power for computing and cooling, have raised concerns about their environmental footprint and local energy costs.
Industry-Wide Shift Toward Sustainable Infrastructure
OpenAI’s announcement follows Microsoft’s similar move last week to reduce water consumption and mitigate local energy impacts at its U.S. data centres. Microsoft said it will pay utility rates covering its power usage and work with local suppliers to expand energy capacity where necessary.
Other technology firms, including Oracle and Google, have also begun investing in renewable energy projects and direct grid partnerships to address the growing energy demands of artificial intelligence.
The Stargate Community plan positions OpenAI as part of this broader push to align AI expansion with environmental responsibility and community benefit. The company said its goal is to ensure that data-centre development supports both technological progress and sustainable growth for surrounding regions.
