    Pentagon Signs Oracle Enterprise Software Agreement Worth Up to $7 Billion

    The Pentagon has announced a new enterprise software agreement with Oracle worth up to $7 billion over a potential 10-year period. The deal aims to simplify how the U.S. Department of Defense purchases and manages Oracle’s on-premises software licences. As a result, the department expects to reduce costs, improve efficiency and eliminate fragmented procurement practices across multiple military organisations.

    The Enterprise Software Agreement represents the latest effort by the Pentagon’s technology leadership to replace separate purchasing arrangements with a single, department-wide contract. By consolidating software licences under one agreement, officials expect to achieve significant savings while ensuring consistent access to essential Oracle capabilities.

    Pentagon Consolidates Oracle Software Licences

    The Department of the Navy negotiated the Enterprise Software Agreement on behalf of the Pentagon. The contract covers Oracle’s on-premises compute usage and brings together software licensing requirements that were previously managed through separate agreements.

    The arrangement has an initial term of five years. In addition, it includes an option to extend the agreement for another five years, allowing the total duration to reach a decade.

    Furthermore, the agreement applies across the entire Pentagon. It also includes the U.S. Coast Guard and the intelligence community, expanding the scope of the consolidated procurement effort beyond the Department of Defense alone.

    Pentagon Expects Significant Taxpayer Savings

    Pentagon Chief Information Officer Kirsten Davies said the agreement would generate substantial savings for taxpayers while improving the delivery of technology capabilities to military personnel.

    According to Davies, the new procurement approach is expected to save at least $441 million. She said the agreement fundamentally improves how the department acquires Oracle’s on-premises capabilities and enables the Pentagon to serve warfighters more rapidly and effectively.

    Therefore, the agreement reflects a broader focus on reducing unnecessary spending through more efficient purchasing practices. Rather than maintaining multiple contracts across different organisations, the Pentagon intends to centralise procurement and improve oversight.

    Part of a Wider Enterprise Software Strategy

    The Oracle agreement follows another major enterprise software deal completed earlier this year. In May, Davies’ office reached a five-year agreement with Microsoft valued at $9.69 billion.

    That earlier contract consolidated Microsoft and other enterprise software licences that had previously been spread across the military services, the intelligence community and the U.S. Coast Guard. As with the Oracle agreement, the objective was to replace fragmented purchasing arrangements with a single enterprise-wide contract.

    Together, the two agreements highlight the Pentagon’s broader strategy to reduce duplicative software spending. Instead of relying on separate contracts negotiated by individual military services, the department is adopting unified agreements designed to improve efficiency, strengthen procurement management and lower overall costs.

    Meanwhile, Oracle founder Larry Ellison has a close relationship with U.S. President Donald Trump.
