U.S. Tariffs On Semiconductors Not Imminent As Government Focuses On Reshoring
The United States is not expected to impose new semiconductor tariffs immediately, according to U.S. Trade Representative Jamieson Greer. However, he stressed that tariff protections remain an important tool for strengthening domestic chip manufacturing and encouraging the return of semiconductor production to the country.
Speaking at a memory chip plant expansion project operated by Micron Technology in the suburbs of Washington, D.C., Greer said any measures resulting from the government’s Section 232 national security investigation must be carefully implemented. He noted that the timing and scale of tariffs would play a crucial role in supporting long-term investment and production within the United States.
Focus On Domestic Chip Production
Greer said semiconductor tariffs are important for protecting facilities that manufacture chips in the United States. Nevertheless, he emphasised that policymakers must introduce such protections at the appropriate time and in suitable amounts.
According to Greer, there is currently no immediate tariff planned for the semiconductor sector. He indicated that the government’s objective is to strengthen domestic manufacturing without disrupting companies that are already producing chips in the United States.
Furthermore, he explained that the semiconductor supply chain is highly complex. Decades of offshoring have increased reliance on overseas production networks, making any transition back to domestic manufacturing a gradual process rather than an immediate shift.
Managing The Reshoring Phase
The Trump administration noted in January that the United States fully manufactures only around 10% of the semiconductors it requires. As a result, the country remains heavily dependent on foreign supply chains to meet demand.
Greer said policymakers recognise these challenges. Therefore, the government intends to avoid imposing immediate tariffs that could negatively affect semiconductor producers during the transition period. He added that companies would be allowed to import an unspecified quantity of products while the reshoring effort continues.
This approach is designed to balance the goal of expanding domestic production with the practical realities of maintaining stable supply chains for critical technologies.
Micron Expands U.S. Investment
Meanwhile, Micron announced in June that it would increase its U.S. investment plans by an additional $30 billion. As a result, the company’s total planned investment in the country is expected to reach $200 billion.
The company also confirmed on Friday that it had begun manufacturing 1-alpha DRAM wafers in Manassas, Virginia. The product represents the most advanced memory chip currently manufactured in the United States.
DRAM chips are widely used across personal computing, automotive systems, industrial operations, wireless communications and artificial intelligence applications. In addition, Micron’s High-Bandwidth Memory products are considered critical for supporting the development of advanced AI models.
Government Support For Semiconductor Manufacturing
Federal support has also played a significant role in expanding domestic chip production. In December 2024, the U.S. Commerce Department under former President Joe Biden finalised a government subsidy worth nearly $6.2 billion for Micron’s semiconductor projects in New York and Idaho.
The award ranked among the largest incentives provided to chip manufacturers under the $52.7 billion CHIPS and Science Act passed in 2022. Consequently, the funding reinforced broader efforts to increase semiconductor manufacturing capacity within the United States and reduce dependence on overseas suppliers.
