    India, Russia Launch Indo-Russia Technology Hub to Boost Digital Sovereignty

    India and Russia have taken a significant step towards strengthening technological cooperation with the inauguration of the Indo-Russia Technology Hub—also known as the Innopraktika Technology Hub in India—on 6 December 2025. The initiative marks a new phase in bilateral relations, aimed at advancing digital independence, innovation, and long-term economic collaboration between the two countries.

    The inauguration ceremony was held at NBCC Tower, White House, Global Foyer, Sector 5, Pushp Vihar, New Delhi, and brought together senior policymakers, technology leaders, academics, and strategic thinkers from both nations. The hub is envisioned as a bridge between Indian innovation capacity and Russian engineering and scientific expertise.

    Driving Technological Sovereignty

    At the core of the initiative is a shared objective: enabling India’s pursuit of technological sovereignty through joint development of high-value, globally competitive technologies. The hub is positioned to support the creation of “Made in India” products by leveraging Russian experience in advanced engineering, artificial intelligence, and industrial technologies.

    Speaking at the event, Debjit Chakraborty, CEO and Executive Director of the Indo-Russia Technology Hub, outlined the organisation’s mandate. He said the hub will focus on bilateral research collaboration, standardisation of artificial intelligence and digital technologies, and incubation of startups across both ecosystems. Several projects are already underway, spanning artificial intelligence, digital infrastructure, and advanced manufacturing.

    Key Stakeholders and Strategic Depth

    The inauguration was attended by senior representatives reflecting the depth of the partnership. Russia’s diplomatic commitment was represented by Andrey Sobolev, Trade Commissioner of the Russian Federation in India. Pavel Stepanov, CEO of Geoscan, highlighted cooperation opportunities in unmanned aerial systems, an area where the company has global standing.

    Also present were Arseniy Tarusov of Innopraktika, specialising in international joint ventures, and Alexander Likhanov, CEO of the Association of Fast-Growing Technological Companies, representing Russia’s high-growth technology firms.

    The academic dimension of the partnership was reinforced by Yana Oseyeva, Chief Operating Officer of the Department of International Affairs at Synergy University, and Anastasiya Andreevna Shanshina, Director of Synergy University Hub Pvt. Ltd.

    India’s strategic and defence technology perspective was represented by Hari Babu Srivastava, Senior Advisor to the hub and former Director General (Technology Management) at Defence Research and Development Organisation. The discussions were further enriched by experts from the Vivekananda International Foundation, including Saroj Bishoyi and Pravesh Kumar Gupta.

    A Partnership Anchored in Strategic Alignment

    The Indo-Russia Technology Hub reflects a convergence of strategic priorities. For India, it aligns with the broader push for self-reliance in critical technologies. For Russia, it offers a pathway to deepen partnerships outside Western-dominated technology frameworks. The hub provides a structured platform for collaboration where shared interests, rather than dependency, define the relationship.

    The launch signals a maturing technology partnership—one that seeks resilience through cooperation and positions both countries to navigate an increasingly fragmented global digital landscape.
